The poll found 31% of Democratic and independent voters would vote for former Vice President Joe Biden, 14% supported U.S. Senator Bernie Sanders of Vermont and 9% backed U.S. Senator Elizabeth Warren of MA. Elizabeth Warren's and former Vice President Joe Biden's competing climate plans.
"We are hundreds of news cycles, and an entire Democratic primary process away from a head-to-head poll mattering", said Robert Blizzard, a GOP pollster. "Under my Medicare-for-all plan, we will repeal the Hyde Amendment".
The hedging prompted intraparty outcry, with top Democrats reaffirming their commitment to abortion rights and scrapping the Hyde Amendment. Campaign spokesman Tim Murtaugh said Wednesday that "President Trump opposes taxpayer funding of abortions and supports the Hyde Amendment".
What repeal advocacy demonstrates to some Democrats, however, is an entirely different issue.
"Joe Biden has made an entire career out of plagiarizing", McDaniel tweeted. And while he's shifted on that issue, his continued backing of the Hyde Amendment is a vestige of his very long political trail.
"We hope that Vice President Biden will reconsider this position and what it means to millions of women", Schriock said, emphasizing that the amendment "effectively bans abortion for women on Medicaid". "I think things are really messed up right now in America, and I trust Biden more".
The former vice president's outline tracks some ideas of the Green New Deal pushed by many Democrats in Washington, though Biden isn't as aggressive in his timeline for curbing emissions.
The four female senators running for the 2020 Democratic presidential nomination - Ms Warren, Kamala Harris, Kirsten Gillibrand and Amy Klobuchar - have co-sponsored a measure to revoke the Hyde Amendment.
Biden has faced criticism on multiple fronts this week. Greenpeace, which recently released a scorecard ranking Biden second to last among Democratic candidates, called the outline "a critical step forward", but spokesman John Noel added that if Biden "wants to become a leader on climate, he needs to outline a plan to phase out fossil fuels".
