It took the Health Minister 13 days to visit Muzaffarpur's hospital after deaths of a few children from AES were first reported on June 1. Union Health Minister visited Harsh Vardhan visited the SKMCH on Sunday.
Chief Minister Nitish Kumar has already directed the officials concerned to ensure that preventive measures were taken in the affected districts, though deaths have so far been reported from Muzaffarpur only.
Until 2005, doctors say that the the majority of deaths were caused by Japanese encephalitis, a mosquito-borne virus.
The human rights body said that the Bihar encephalitis death toll had reportedly gone up by Monday to 100.
Since June 1, 197 children were admitted to the SKMCH while 91 were taken to Kejriwal Hospital with suspected AES, but majority were found to be victims of hypoglycemia.

An unidentified civil surgeon said a total 326 suspected Acute Encephalitis Syndrome cases have been recorded since January this year - 230 at SKMCH and 96 at Kejriwal Matrisadan.
Despite encephalitis plaguing parts of Bihar, state Health Minister Mangal Pandey couldn't control the urge to ask for an update on the India-Pakistan cricket match during a meeting with central ministers over outbreak of the disease.
"Kanti, Musahari, Katra, Minapur and Muraul blocks in Muzaffarpur district have been identified as most vulnerable for the suspected AES cases", the official said. The disease is transmitted through mosquito bites, leading to infection that causes high fever.
The outbreak of Acute Encephalitis Syndrome is just not coming to an end in Muzaffarpur and surrounding areas in Bihar.
