China had put the proposal on a technical hold since 2009, disrupting New Delhi's efforts to blacklist Masood Azhar as a global terrorist. Chinese Foreign Ministry spokesman Geng Shuang also said the problem would be "properly resolved".
In a major diplomatic win for India, the United Nations designated Pakistan-based Azhar as a "global terrorist" after China lifted its hold on a proposal by the USA, the UK and France to blacklist him.
However this time, the U.S., the United Kingdom and France, in a change of tactics, plan to table a resolution in the Security Council. However, on all occasions, China, a veto-wielding permanent member of the Security Council, blocked India's proposal from being adopted by the Sanctions Committee.
Beijing had staunchly opposed the Azhar listing to be taken directly to the powerful United Nations body as it would have had to publicly explain its stand on its reservations to list Azhar, whose group JeM has already been designated as a terror outfit by the United Nations, before exercising its veto. "But the Americans going about the 1267 Committee and circulating their own draft at the UN Security Council would have surely concerned the Chinese", the Indian official added. "I believe with the joint efforts of [all] parties, this issue can be properly resolved".
JeM carried out an attack in Kashmir on February 14 that killed at least 40 Indian paramilitary police, making it the deadliest in the disputed region during a 30-year-long insurgency.
Before responding to questions on Azhar at the news briefing, Geng answered in some detail about the close ties between China and Pakistan in the backdrop of Prime Minister Imran Khan's recent visit to Beijing to attend the second Belt and Road Forum.
If it happens than It will be a big diplomatic win for India, which has been pushing for Azhar's listing for years.

"It's too early to say whether Pakistan will indeed uphold its global obligations, but we remain hopeful", the senior USA administration official said. The country's Foreign Office said that it would immediately impose sanctions 'as it always does with United Nations cases'.
China and Pakistan will continue to deepen their high level exchanges and support each other and step up strategic coordination, "make more coordinated efforts in worldwide and regional affairs and deepen our all weather strategic cooperation", he added.
