Asked why there were no African-American police chiefs at the event, Graham only said that all county police chiefs had been invited.
But, the leaders insisted, their issues with Foxx did not start with Smollett, who was accused of fabricating an possible hate crime against himself to bolster his profile and his career.

Michelle Obama's former top aide was in contact with the prosecutor in Jussie Smollett's case, weeks before a grand jury indicted the Empire actor on 16 counts of disorderly conduct for allegedly making false reports on February 20.
More than two dozen police personnel spent weeks working the case, the letter sent to Smollett said, diverting law enforcement resources that could have been used to investigate other crimes.
Smollett had faced 16 charges for allegedly filing a false police report claiming that two individuals attacked him on the street with a chemical substance and a noose. The city won't have to prove beyond a reasonable doubt that Smollett staged the attack in civil court, only that it's more likely true than not true that he did.
"She, for the first time in the history of this county, has exercised prosecutorial discretion in away that does not put black and brown men in prison every single day, and that's something the FOPs can't stand", said attorney Brendan Shiller.
On Thursday, The Daily Wire reported that Chicago's newly elected mayor, Lori Lightfoot, has made it a top priority for her administration to figure out what happened with the Smollett case.
