As he seeks to forge a common European front to challenge China's rise, French President Emmanuel Macron invited German Chancellor Angela Merkel and European Commission President Jean-Claude Juncker to talks with Xi in Paris.
Xi visited the tiny Mediterranean principality Sunday as part of a European tour that is clouded by mixed feelings about how to engage with China and benefit from its trade - while setting limits on its appetite for greater economic and diplomatic influence.
"China is willing to work with France to inherit the past and create the future, enable our close and enduring comprehensive strategic partnership to continue leading the way, and make more historic contributions to building an open, inclusive, clean and handsome world that enjoys lasting peace, universal security and common prosperity", Xi said.
Xi said that great changes have taken place in the worldwide situation, but the China-France relations have always kept developing on a high level and in a sound and stable way.
"Overall there is a very fractured, fragmented approach by European Union member states vis-a-vis China, at a bilateral and regional level", Blockmans said.
On Monday China and France inked a dozen deals on nuclear power, cultural exchanges and clean energy, while Beijing also committed to buy 290 Airbus A320s and 10 A350 airliners from Europe's Airbus conglomerate.

France and China have a lot of common ground in global affairs and have maintained close communication and coordination, he said.
Italy became the first western country to sign up to China's "belt and road" foreign investment programme. The leader spent his dinner with French President Emmanuel Marcon followed by an official bilateral talk between the two leaders.
Mr Juncker said: "European companies will need to find the same level of opening to access the Chinese market that the Chinese companies now find in Europe".
Tuesday's meeting was the last scheduled event in Xi's European visit that started last week and included stops in Italy and Monaco.
