Bloomberg's report found that the pilot on the salvaged flight told the crew to cut power to the motor in the trim system that was driving the nose down - part of a checklist that all pilots are required to memorize.
"They didn't seem to know the trim was moving down", one of three sources told Reuters.
Boeing Co declined to comment on Wednesday because the investigation was ongoing.
For the next nine minutes, the Lion Air 737's warning system alerted the pilots it was approaching an aerodynamic stall and pushed the nose down in response.
The Senate hearing, at an unspecified date, would be the first time that a USA congressional committee has called Boeing executives to appear for questioning about 737 MAX passenger plane crashes in October in Indonesia and March 10 in Ethiopia.
