The Commission reports that Google had more than a 70% market share from 2006 to 2016 in online search advertising intermediation in the European Economic Area (EEA), and so a dominant player in that market.
Google is also liable to face civil actions for damages that can be brought before the courts of European Union member states "by any person or business affected by its anti-competitive behaviour", according to the Commission.
In its third major decision against the search engine behemoth, Brussels sanctioned Google's once popular AdSense advertising service, saying it illegally restricted client websites from displaying ads from ad service rivals.

The latest punishment means the commission has now issued Google with nearly US$10b in fines from probes into various parts of the Silicon Valley tech company's business.
In July previous year, the watchdog fined the company 4.34 billion euros for putting "illegal restrictions on Android device manufacturers and mobile network operators" to maintain dominance.
This followed a €2.42bn fine in 2017 for hindering rivals of shopping comparison websites.
The fine is the third competition breach penalty the tech giant has been issued with by the European Commission.
